Text of Notice of filing of Advice Letter to the PUC proposing Surcharges,
Terms and Conditions for transportation service through the Front Range Pipeline.

NOTICE OF THE FILING OF AN ADVICE LETTER OF
PUBLIC SERVICE COMPANY OF COLORADO
FOR THE PURPOSE OF ESTABLISHING SURCHARGES, TERMS AND CONDITIONS
IN ITS COLORADO P.U.C. NO. 6. - GAS TARIFF
RELATING TO TRANSPORTATION SERVICE ON THE COMPANYS
FRONT RANGE PIPELINE

You are hereby notified that Public Service Company of Colorado has filed with The Public Utilities Commission of the State of Colorado, in compliance with the Public Utilities Law, proposed additions to its Colorado P.U.C. No. 6 - Gas Tariff which would become effective September 19, 1998 if said tariff sheets are allowed to go into effect by the Public Utilities Commission. The principal proposed changes pertain to the establishment of separate surcharges, terms, and conditions for the provision of gas transportation service on the Company's Front Range Pipeline which extends from the Chalk Bluffs Station near Rockport, Colorado to the Fort St. Vrain Meter Station near Platteville, Colorado. The Front Range Pipeline is anticipated to be in service November 1, 1998. Both firm and interruptible transportation service will be offered to those Shippers who desire to utilize the Front Range Pipeline at the Chalk Bluffs Station as a Primary, Secondary or Interruptible Receipt Point. Following is a summary of the surcharges for the proposed transportation service to be offered on the Front Range Pipeline:

The present and proposed tariffs are available for examination and explanation at the business offices of Public Service Company, located at 1225 17th Street, Denver, Colorado 80202 and at The Public Utilities Commission of the State of Colorado, located at 1580 Logan Street, Office Level No. 2, Denver, Colorado 80203.

Anyone who desires may file written objection. The filing of a written objection by itself will not allow you to participate as a party in any proceeding on the proposed action.

If you wish to participate as a party in any proceeding established in this matter, you must file written intervention documents under applicable rules. Anyone who desires to file written objection to the proposed action shall file it with the Colorado Public Utilities Commission, 1580 Logan Street, Office Level 2, Denver, Colorado, 80203 at least ten days before the proposed effective date of September 19,1998.

The Public Utilities Commission may hold a hearing to determine what tariffs will be authorized. The tariffs ultimately authorized may or may not be the same as those proposed.

Anyone who desires to receive notice of any hearing, shall file a written request for notice with the Public Utilities Commission, at the above address, at least 10 days before the proposed effective date.

If a hearing is held, any member of the public may attend and may make a statement under oath about the proposed tariffs, whether or not he/she has filed an objection or intervention.
